Yeon Joo noticed that slight change in the commander and continued questioning Lee Hyeom while she worked. "Were the men government officers, or were they simply ordinary thugs who happened to dislike you?"
Lee Hyeom carefully shook his head so he would not pull his shoulder. "They were not wearing government uniforms, so officially I suppose they were ordinary men. The problem is that the same men spend their evenings drinking with the governor's guards, disappear whenever trouble needs to look unofficial and somehow appear whenever somebody embarrasses Governor Seo. I do not need a stamped document to understand who eventually pays them."
Seon Jeo said nothing, but the look in his eyes told Yeon Joo that the information had already been filed away for later.
