Orochimaru himself was left with a crippled body because of Naruto's poison and Hiruzen destroying Orochimaru's chakra path.
Hiruzen knew that if he tried to kill his stupid student, it would only make Orochimaru feel happy, so Hiruzen made it so Orochimaru could not use chakra forever to achieve his ambition. He also imprisoned Orochimaru inside the pocket dimension only the Hokage can access. Hiruzen felt that it was the right time for him to retire and give the seat of Hokage to the next generation.As the ninja village leader, he was already on the Hokage throne longer than any Kage before and after him.
Hiruzen is already tired of being the village leader; he may be doing a lot of good things for Konoha.
But he made a mistake for Konoha more than a good thing.
