'Maybe they think we will not side with Tang Shaoyang because he is a new Executive Administrator.'
That was the logical explanation, assuming Tang Shaoyang didn't have influence on the Administrator. That was a wrong assumption if they truly thought so. There might be a political fight within the Administrator, but they would unite when attacked by a third party.
