Tang Shaoyang discovered that the Nine Heavenly Gates were actually parts of the Heavenly Scripture. The Nine Heavenly Gates were created based on a few techniques that were taken from Heavenly Scripture. That explained why there were a lot of missing parts in the Nine Heavenly Gates.
The third gate was called Heavenly Steps, and there were Heavenly Steps as well in the Heavenly Scriptures. What was the difference? It was the number of techniques.
The Heavenly Steps in the third Heavenly Gate only contained three movement techniques: Heavenly Stride, Heavenly Illusionary, and Heavenly Ethereal Shift. Meanwhile, there were twelve mobility techniques in the Heavenly Scripture.
It was the same with the other gates. The Fourth Heavenly Gate - Heavenly Force also contained three techniques, and the Heavenly Force in the Heavenly Scriptures had ten techniques.
