If an outside force invaded a territory and clashed with the locals, the Heavenly Court would side with the locals regardless of who was right or wrong. It didn't matter if the locals had provoked the conflict first or if they were the ones responsible for starting the war. From the Heavenly Court's perspective, outsiders had no right to interfere in the affairs of the Immortal Land.
