Chapter 42 - Chapter 40: Political Deadlock, and the Information War Begins

Danzo Shimura was a pragmatist to his very core. He was Hiruzen's teammate and oldest comrade, but in the brutal arena of Konoha's politics, he was also the Hokage's greatest rival.

Danzo fully understood Hiruzen's dilemma. Hiruzen wanted Jin dead without dirtying his own hands or spending his own political capital. However, Danzo actively desired Hiruzen's political ruin. The weaker the Third Hokage appeared to the village clans, the easier it would be for Danzo to stage a legal coup and claim the Hokage seat.

Therefore, Danzo felt absolutely no urgency. He sat perfectly relaxed in his chair, immune to the oppressive tension in the room.

Hiruzen remained silent for several minutes, staring down his rival. "Danzo," he finally said, his voice a low, threatening rumble. "Is there truly no room for negotiation regarding the clan drafting authorization?"

"None," Danzo replied immediately, his tone ice-cold.

Danzo knew Jin was an existential threat, but his strategic logic was simple: 'If the sky falls, the tallest man gets crushed first.' Hiruzen was the Hokage. He was the tallest man. As long as Hiruzen was still standing, Danzo had no reason to panic or sacrifice his own assets.

Hiruzen clamped down on his pipe, his jaw muscles jumping. He correctly deduced Danzo's strategy. 'He wants me to authorize the conscription of clan heirs so the major clans will hate me. He wants to execute the assassination to weaken my authority while expanding his own private military.'

The room descended into a suffocating, hostile silence. The two most powerful men in Konoha were locked in a game of political chicken.

Koharu and Homura squirmed uncomfortably. "Hiruzen, Danzo, please," Koharu pleaded, her voice tight. "We must compromise. Our true enemy is the Uchiha Clan. If we fracture internally while dealing with an external threat, the Uchiha will use our division to destroy us."

Hiruzen looked at Danzo, hoping his old friend would show even a fraction of loyalty to the village's stability.

But Danzo merely closed his eye. Throughout Konoha's history, Danzo had never once initiated a fight unless it guaranteed him absolute profit. He was the embodiment of calculated selfishness. To abandon an opportunity to severely weaken Hiruzen would go against his very nature.

The deadlock held.

The Breaking Point

By 3:00 PM, the standoff continued. Hiruzen outright refused to adjourn the meeting until Danzo yielded.

Homura rubbed his stomach. "Should we... perhaps pause for a meal? We can resume negotiations with clear heads."

Smack!

Hiruzen slammed his hand on the desk, radiating the terrifying aura of the 'God of Shinobi.'

"Silence!" Hiruzen roared, his patience entirely depleted. "My anger is enough to sustain me! I have no appetite for food while a traitor holds the village hostage! Danzo... I will ask you one final time. Will you accept the assassination mission without the drafting authorization?"

Koharu and Homura shrank back into their chairs. 'You might not be hungry, but we are,' they thought miserably, too terrified to speak.

Danzo did not even flinch at the Hokage's killing intent. He remained completely motionless, his expression utterly serene. The message was clear: 'Give me the authority, or handle the Uchiha yourself.'

The standoff dragged on painfully until evening shadows began to stretch across the office floor.

Knock. Knock.

Hiruzen frowned deeply. An emergency high-council meeting was absolute. No one was permitted to interrupt unless a village-level crisis had occurred.

Suppressing his rage, Hiruzen adjusted his Hokage hat and sat back down. "Enter."

An Anbu operative slid the door open and immediately dropped to one knee, his head bowed low. "Lord Hokage. Honored Elders. I apologize for the interruption, but a severe crisis has developed within the civilian sector. A highly coordinated and damaging information campaign is spreading rapidly through the commercial districts. It directly concerns the administration."

The Anbu pulled a sealed scroll from his vest and offered it forward with both hands.

A cold sense of dread washed over Hiruzen. He snatched the scroll, unrolled it, and waved the Anbu away.

As his eyes scanned the text, his blood ran cold.

'Nawaki Senju. Dan Kato. Sakumo Hatake. The Uzumaki Clan...'

It was a meticulously detailed, highly logical breakdown of every political assassination and intentional operational failure orchestrated by the Hokage's administration over the past three decades. It was the exact analysis Jin had presented to the Uchiha Elders, now circulating wildly among the civilian population.

Hiruzen didn't even finish reading. His chakra flared violently, and he crushed the edge of his desk into splinters.

"Jin Uchiha!" Hiruzen screamed, his voice raw and ragged with unprecedented fury. His carefully maintained image of the benevolent grandfather shattered completely. "You treacherous, rabid dog! I will tear you apart!"

He turned to Danzo, his eyes bloodshot. "Danzo! The authorization is granted! Take the Anbu! Take the clan heirs! Take whatever you need! I want Jin Uchiha eradicated from this earth immediately!"

Koharu and Homura, startled by the Hokage's absolute loss of control, scrambled to pick up the dropped scroll. As they read the contents, the blood drained from their faces. The document implicated them in the systemic purges as well.

"This is slander! Absolute slander!" Koharu shrieked, her bureaucratic composure vanishing.

"He is throwing mud at the entire administration!" Homura panicked. "He must be eliminated before this incites a village-wide rebellion!"

Danzo calmly stood up and retrieved the scroll. He read the devastating analysis, his single eye gleaming with dark amusement.

"I warned you, Hiruzen," Danzo sneered, thoroughly enjoying his rival's panic. "You hesitated. When Jin realized negotiations failed today, he knew you would prepare an assassination order. This is his preemptive strike. He is destabilizing your public support before you can mobilize."

Hiruzen trembled violently. The situation had escalated from a clan dispute to a direct threat to his political legitimacy. If the major clans read this analysis and began to ask questions about Sakumo Hatake or the Sannin, his reign would end in a bloody civil war.

He forced himself to breathe, locking away his rage and engaging his tactical mind.

"Danzo," Hiruzen said, his voice cold and terrifyingly calm. "Root specializes in psychological warfare and information control. You must have a protocol for mass counter-intelligence. What is our immediate response?"
