The Congressional Amphitheater was quiet as Jasmine stood at the central podium. "Councilors," she said, "before we proceed to the formal ratification vote, I open the floor for official statements for the record." Thrain Ironvein rose first, his broad hands resting on the desk in front of him.

"Thrain Ironvein, representing dwarven interests. These documents place real limits on those who hold power. The anti-corruption measures, the requirements for asset disclosure, and the restrictions on corporate influence in government are not just words on a page. They are the difference between a system that serves its people and one that eventually devours them. I have seen what happens when power goes unchecked in the old kingdoms. I vote to ratify."

Lirien Dawnveil stood next, her voice calm and measured. "Lirien Dawnveil, representing elven enclaves. Recognizing magic as a protected right, balanced against ARMOC oversight, respects both our traditions and the reality that unchecked power in any form leads to suffering. These documents do not seek to control magic itself, only its use by the state. That distinction matters. I vote to ratify."

Captain Jorik Hale spoke with quiet conviction. "Captain Jorik Hale, representing the human settlements beyond the valley. I have seen what happens when laws exist only to protect those who write them. These documents create structure that applies to everyone — from the highest office to the lowest citizen. Captain James Nolan stood with calm authority. "Captain James Nolan, representing the Discovery Forces. The unified military code treats both the Discovery Forces and the Guardians fairly and holds both to the same expectations. That fairness is necessary. I vote to ratify."

Mira Solari rose next, her tone practical. "Mira Solari, representing the merchant guilds. Stable laws and clear protections against corruption will allow honest commerce to grow. When merchants can trust that the rules will not suddenly change to favor those with political connections, trade flourishes. These documents create that foundation. I vote to ratify."

Elder Thorne Blackroot spoke slowly, his voice low but firm. "Elder Thorne Blackroot, representing the forest settlements. These documents limit those who would take without restraint. The land and its people have suffered enough under those who believed strength alone gave them the right to rule. These laws acknowledge that strength must be balanced by responsibility. History has shown us that republics fail when institutions are weak, when power concentrates without check, or when the law becomes a tool for the powerful rather than a shield for the vulnerable. High Priestess Veyra Moon spoke with quiet conviction. "High Priestess Veyra Moon, representing the spiritual and healing orders. The protection of magic as a right, rather than a weapon of the state, safeguards both our traditions and the people we serve. These documents acknowledge that some powers are too fundamental to be controlled by government, while still requiring responsibility in their use. I vote to ratify."

Borin Steelhand's deep voice carried easily across the chamber. "Borin Steelhand, representing the mining communities. The rules against those in power exploiting workers and the requirements for fair treatment are necessary. We have seen what happens when those who control resources answer to no one. These documents give us a chance at something better. I vote to ratify."

Liora Swiftwind spoke softly but clearly. "Liora Swiftwind, representing wilderness scouts and rangers. The land does not bend to politics or ambition. These laws respect that truth while still protecting the vulnerable among us. That balance is rare, and worth protecting. I vote to ratify."

Marcus Reed spoke last, before Jasmine. "Marcus Reed, representing the agricultural settlements. Families need stability and protection from those who would take their labor or their land through force or manipulation. These documents offer that foundation. Without it, everything else eventually collapses. I vote to ratify."

Jasmine remained at the podium. She looked across the chamber, then spoke. "Jasmine Same Roth, representing the people of Rothgard in exile. My kingdom was conquered by the Draco Imperias. We fell because we were not strong enough to stand against them. We lost our homes, our families, and our future because we lacked the unity and the institutions needed to resist such a tide. These documents are an attempt to build something stronger — a Republic where power is checked, where citizens are protected, and where we can stand together against any threat that may come. For those who followed me here, and for the memory of what was lost, I vote to ratify." She stepped down from the podium and returned to her seat. 

Aide Elias Crowe moved to the central podium. "Councilors," he said in a clear, neutral voice, "the three foundational documents have been ratified by unanimous vote. We will now proceed to the election of an Interim President of the American Republic for a term of one year." He looked across the chamber.

"Nominations are now open." Mira Solari rose immediately. "Councilors," she said, her voice steady, "I put my own name forward for Interim President. The coming year will require steady hands to guide trade, commerce, and the early economic foundations of this Republic. I believe I can provide that stability and focus."

A quiet murmur moved through the chamber before Captain James Nolan stood. "Councilors," Nolan said, "I nominate Jasmine Same Roth. She has already carried the weight of leadership for her people through exile and hardship. She has earned the trust of this Council through action, not words."

Aide Crowe nodded once. "We have two nominees: Mira Solari and Jasmine Same Roth. We will now vote by show of hands. All those in favor of **Jasmine Same Roth** serving as Interim President, please raise your hand."

Fourteen hands rose. Aide Crowe's gaze moved across the chamber. "All those in favor of **Mira Solari** serving as Interim President, please raise your hand." Only Mira Solari's hand rose. "The vote is fourteen to one," Aide Crowe announced. "Jasmine Same Roth is hereby elected Interim President of the American Republic for a term of one year."

Mira Solari lowered her hand without hesitation. She gave a small, graceful nod toward Jasmine. "The will of the Council is clear," she said. "I accept the result." Jasmine rose and returned to the podium. She placed her hands on the dark surface for a moment before speaking. "I accept the position of Interim President," she said. "I will serve this term faithfully and ensure that the first formal elections under the Constitution are conducted with integrity and transparency."

She looked out across the chamber. "In seven days, an official public ratification ceremony will be held in the central plaza of the Government District. All citizens are invited to attend." She stepped back slightly. "This Council has completed its work. The Republic now belongs to its people." She paused. "We adjourn."

As the councilors began to rise and speak quietly among themselves, Captain James Nolan and Leanne approached from the observer section. Nolan reached her first. "Interim President Roth," he said quietly. "You have our continued loyalty and service." Leanne followed, her expression steady. "You carried us this far," she said. "We're still with you."

Jasmine met their eyes and gave a small, genuine nod. The documents were ratified; the votes had been cast, and the American Republic now had its first Interim President.
