Pari was more of an intuitive leader who had good adaptability and a good sense for things, while having Lazaros as the vice squad leader balanced things out, as he was slightly more rigid and tactical.
There was a minimum requirement for members of each of the special task forces, as there was no fewer than eight who were recruited to join as a part of the team, while there would be a maximum of around fifteen people.
The two special task forces couldn't have been made at a better time, as there was a long list of things that needed to be achieved, and there were rising problems that needed more attention.

Each member was carefully chosen after assessing their current capabilities, potential and other aspects of them, like their goals, allegiances and their past.
The most important among them was making sure that they had a clean past that could not come back to damage the team later, like there being any spies being planted inside the two squads.

Ness Kingdom had several groups of people living there, as different races who had once been slaves had moved there and began to get used to life there.
The addition of the Sunken Castle, Shipyard and Docking area was integrated once it had been taken from Rica Island using the Float Devil Fruit abilities of Ting.
Those who decided to follow after living in those areas and working there had gradually got used to the change as they began developing those areas further and integrating properly into Ness Kingdom.
There were new additions as others joined over time, and new alliances were formed.
The scientists and others who worked there and helped to develop things found a way to get used to how things worked.
Many members of Creation had settled there as they integrated with the existing power structure that governed a lot of the things happening there.
