Secretary Ruiz was already pleased with herself for catching Zola. Now that she had orders to scare him, she was more than willing to comply, dragging the crying boy straight toward the rooftop.
Sylvia had already set up obstacles in several places, designed to guide Secretary Ruiz exactly where she wanted her to go.
Sure enough, Secretary Ruiz dragged the wailing Zola toward the railing. Sylvia hid in a corner, watching. As long as Secretary Ruiz pulled Zola forward, they would both fall at the spot she had tampered with.
Just as she thought everything was going according to plan, she suddenly heard the sound of hurried footsteps from the stairwell, and even heard Vera Warner's voice.
