However, this undoubtedly means that the allied parties need to share substantial resources to some extent, and the more powerful party is bound to allocate considerable resources to the weaker side.
This results in an extremely awkward situation where the peak powers, who are in the first tier and hold the most resources, are naturally unwilling to share their resources with the second-tier forces. Instead of allying with a burden, it might be better to maintain one's own independence.
