In fact, in these situations, there was no need to panic because, legally, the burden of proof lies with the accuser. The owner's suspicion had to be supported by evidence he himself collected. The elderly man did not need to prove his own innocence because no one can be certain how much money was originally in the wallet, as there is no proof either way. If the owner cannot prove the elderly man stole money, it simply means the elderly man did not.

In other words, if you found a wallet, removed all evidence of its original contents, and took some money before returning it to the owner, this does not constitute civil or criminal liability.
