To the deities, truly pious believers, when dead, still enter their Divine Kingdom, and as long as their Divine Kingdoms remain towering in the Stellar Realm, new believers will always appear... So they have no interest in cleaning up the big messes made by mages.
Just as mages never care about the wars these deities start for inexplicable reasons... As long as it's not mages themselves dying, who cares which deity is fighting whom.
So Hill never condemns those Toril people who walk the path of evil to survive... Life is really too difficult for them... He detests those lowlifes who, having gained power, go on to slaughter or even torture civilians.
