The so-called one percent inspiration and ninety-nine percent perspiration actually means you only hope for that one percent inspiration after sweating through ninety-nine percent of the effort.
This is because he truly has decent talents... For mages with lesser talents, this ratio might need to be calculated in batches of ten thousand.
With Hill's luck, he also has to spend a large amount of time and energy to complete that ninety-nine percent of effort.
Even just to achieve a level 1 magician, he'd need several years, or even more than a decade of effort to match his mage level.
