He always thought this was an internal issue within the Mude System, even speculating it was a rebellion initiated by these B-level civilizations against the Pasture Master.
But he never expected the threat to come from external forces.

Although he had long suspected that the vast Cosmos could not contain merely the Mude System, there must be other civilizations and interstellar systems in the unknown, far-off regions. In the past, Human Civilization couldn't even resist the Mude System and certainly didn't have the qualifications to explore the Cosmos beyond it.
