On the third day, the Eagle Heavenly King proposed convening a tribal elder council at the Divine Hall.
This meeting essentially involved representatives from each of the ten tribes sitting together to discuss issues. Whether a proposal was passed or not would ultimately be decided by each tribe's elders.
These were the ten tribes: the Netherworld Clan where Thanos Saint belonged, the Wuheng Clan which Wu Dai belonged to and Yang Xiao encountered on Witch Star, the Ancient Dragon Clan, the Beifeng Clan, the Blood Wolf Clan, the Gu Teng Clan, the Wind Eagle Clan, the Moke Clan, the Black Witch Clan, and the Flame Clan.
The Eagle Heavenly King was actually the elder of the Wind Eagle Clan, Lei Tianmo was the elder of the Moke Clan, North Heavenly Demon was the elder of the Beifeng Clan, and Du Tiandemon, far away on Witch Star, was the elder of the Flame Clan.
The four Heavenly Demons each came from different tribes.
Thanos Saint came from the Netherworld Clan.
