Okuninushi is a descendant left on the earth in Izumo by Susanoo.
Susanoo was banished from Takamagahara, and as he walked the earth in Izumo, he left behind heroic myths such as the slaying of Yamata no Orochi.
He saved Kushinadahime from the mouth of Yamata no Orochi, who was about to be sacrificed, and married her.
Later, he also married one of the daughters of the God of Mt. Osore, Oyamatsumi, named Oichi-hime.
Therefore, during his time in Izumo, Susanoo left behind a certain number of descendants.
After traveling in Izumo for a long time, Susanoo went to Yomotsu-hisaka-no-kuni, seeking his mother Izanami, whom he missed dearly.
Being banished himself, and later directly resorting to Yomi, those descendants left in Izumo were naturally not recognized by Takamagahara.
Even though his descendants were as noble as the "Three Noble Sons" and possessed outstanding abilities and divine power, they could at most only serve as the terrestrial Gods of the land.
