Originally, people could leave valuables unguarded and doors unlocked at night, but under the constraints of various rules, they have become deeply distrustful of each other, with many becoming adept at playing within the rules to manipulate them.
Rules seem to exist to stop evil, but the result is that evil people control the rules, studying their loopholes and changing them repeatedly, increasing the burden on good people.
Locks guard against gentlemen but not against petty people, yet isn't this kind of precaution full of contradictions? Why should gentlemen need guarding against? And how do you guard against petty people?
