Julia previously visited Wolf Castle. She thought the place was nice, secluded enough, mysterious enough, and most importantly, close enough to Baphomet Canyon to closely monitor the movements of the Baphomet Cult.
They seem to have reached an agreement with the Shadow Elves under Veylanther, hoping to gain the power to independently build a city on the other two spiritual energy nodes in the Polluted Swamp.
Of course, don't expect the Goat Men to willingly pay for the construction of their new city.
