Liu Shu, having formed her wooden Avatar, glanced at him with her blue-glowing eyes. "You, who sit at the very top together with the local World Tree, should understand the most what my presence means. Not Level 99, but much higher."
Unsurprisingly, these worlds that had people stuck at Level 99 thought that such a level was the limit. Unlike in Ceperet, where the Covenant and Nexus spread more actualized ideals, these isolated worlds had a cognition barrier due to ignorance.
