At the Breeding Conference, the score for an evolution wouldn't be particularly high if, for example, the resources consumed were disproportionate to the evolutionary outcome. For instance, if a Pet Beast race with a maximum racial potential of Emperor Level was evolved using only Monarch Level resources and materials at most, that would be considered an exceptionally excellent evolution method! The Shock Mountain Goat, however, fit the former scenario. While its resource consumption wasn't as extravagant as the Crown Wolf Emperor's evolution, it still ultimately used an Emperor Level resource named 'Earth Essence Magnet,' along with six other Monarch Level Earth and Metal Element resources. Consequently, the difficulty score for the Shock Mountain Goat was not considered high.
