Dragon Cypress is at the highest, unique 21st level.
Ink Orchid is at the 20th level.
Legion Commander and Deputy Leader are at the 19th level.
Deputy Commander of the Legion and Star Lord are at the 18th level.
Levels 18 to 21 are the core senior management of the Chamber of Commerce, and will not easily add more members thereafter.
