Casare bit off a piece of tobacco from the cigar and spat it on the ground. "What did she come to learn? How we train the army?"
"No. She's here to learn about community patrols, participatory budgeting, grassroots mediation. In Liverpool, she created a 'community charter' allowing residents to manage their own affairs, and it's been very effective. Now she wants to expand nationwide, but lacks personnel and needs training."
Victor thought for a moment. "Let them come. But not for free. We require tuition, if not monetary then in intelligence. Their network in Northern England is more extensive than ours. Ask them how many 'Black Pearls' have recently arrived at Liverpool Pier, who is selling them, and who is protecting them."
Bramo noted this down.
"Also," Victor walked back to the table and sat down. "When Lieutenant Alvarez returns from Chiapas, tell him not to meet Altamirano immediately. Have him come see me and bring the flag."
"Flag? The white flag at Haifa Port?"
