Jack's direct superior was not Reilly, but Reilly had enormous power, capable of bypassing others to directly ask him and still have a definitive directive, making tasks easier for his people.

"It's been a long time, probably not much." Jack said, "That place is very dangerous, surviving depends on one's own skills. He managed to infiltrate and get out safely, he must have exceptional abilities. If he had helped Wesley at the time, you know I dislike cooperating with the Chinese Military the most. The efficiency is extremely low, a secret order has to be relayed through several people, sometimes missing the best timing."
He preferred the system of the United States military, where they could make decisions independently. Passing orders down layer by layer on the battlefield would delay the opportunities.
