The Heavenly Mirror is the treasure of the Heavenly Emperor, Haotian Shangdi, after the Three Emperors and before the Jade Emperor.
Haotian Shangdi used the Heavenly Mirror to observe the Three Realms, from heaven to earth, seeing all beings in ten classes, to govern the world and bring clarity to the Three Realms. After Haotian Shangdi, the Heavenly Mirror was passed to the Great Heavenly Venerate, Jade Emperor, becoming a great assistance in his rule over the Three Realms.
Unfortunately, during the End of Dharma, the Heavenly Mirror was damaged; even the Great Heavenly Venerate found only half of it, using it as a vehicle for his own Dao Fruit.
When he saw the complete Heavenly Mirror again, it had already become someone else's property, and was even used by others to observe the Three Realms.
Looking at that "Heavenly Eye" in the sky, the Great Heavenly Venerate wanted to say, "This is mine!" but in the end, he held back from shouting it out loud.
