Round two of the Imperial Games was called Tender, since it priced access rather than difficulty. Each team carried its round-one standing forward as a figure to spend, with four published routes to spend it against.
Blackforge came out of Concord holding eleven hundred points, the sixty-fourth standing in a bracket of sixty-four teams. Regina lodged nine hundred of them on route nine inside the first minute of the window.

The allocation is defensible on paper, which is the entire difficulty with it. Route nine carries the largest published yield in the bracket, against a district charter running eleven thousand four hundred a month on nine thousand two hundred of income.
A treasury of fourteen hundred Forge Energy does not survive a second season of that arithmetic. Winning the Games is the only line in Luna's projection that closes the deficit without selling something the charter needs.
