On August 2, 2006, the NBA announced several significant rule changes that would take effect starting in the upcoming 2006-07 season.
Playoff Seeding Rule Revisions:
The top four seeds in the league will continue to be allocated to the three division champions and the team with the second-best regular season record;
However, these four teams will now be seeded according to their regular season records.
This change will ensure that the two teams with the best records in the league do not meet before the Conference Finals.
Increase in Playoff Roster Size:
The playoff roster size will be expanded from 13 players to 15 players.
Each team will designate 12 active players and up to 3 inactive players before each game.
These two rule revisions regarding the playoffs have been approved by the Board of Governors, correcting the bug where the Dallas Mavericks were ranked 4th this year.
Stu Jackson, Executive Vice President of Basketball Operations for the NBA, also announced changes to timeout rules at this press conference:
In the last 2 minutes of the game, if a team still has two 60-second full timeouts, one of them will automatically become a 20-second timeout.
The same applies to overtime, where full timeouts have also been shortened.
