The Duke was the Lord of the largest city in the kingdom of Bostoveria, and very nearly as powerful as their Royal family. He also controlled the largest port in the nation.
Like Earl Tarleigh, he was happy to turn a blind eye to the source of vessels, as long as they flew the right flags on the way in. The only difference was that Earl Tarleigh would openly let the pirates dock and party, even after they were identified as pirates elsewhere.
