He had done his best over the last two days and thought he had done well.
First, he took care of Henzo and ensured the eccentric inventor wouldn't be expelled from the island. Then, he oversaw the creation of a permanent Council to carry out the duties previously assigned to Wetton, and finally, he dispatched Rance to the nearby G-8 base to place Wetton and his 60 key supporters into custody.
The last point was a headache, as he couldn't allow Ruluka's former soldiers to have contact with the prisoners, and so he had to completely reorganize his team.
Currently, the Victory carried 217 new recruits from Ruluka and 100 members of the original crew. The Frontier's crew had swelled from 40 to 80, and while the prisoners were being transported, Bill assigned Rance to conduct interrogations, offering freedom to those who appeared repentant and capable of contributing.
In the coming days, the plan for the operation on Hannibal would be worked out in detail, but Bill understood that this would be a major operation, and the possibility of local resistance had to be taken into account.
Even if the resistance didn't come from residents, local officials were likely aware of the Dead Point race and might not be happy if Bill disrupted their cash flow.
Thinking about this, Bill completed the last task and applied the same system that Captain Hina had once used.
Each member of the old crew will lead a team of two or three people, training new recruits in the daily duties of the ship.
Most of Ruluka's former soldiers could not read or write, and, furthermore, none of them had any experience working on ships.
While Bill couldn't train carpenters, cooks, doctors, sailmakers, and other specialists in a few days, he could teach everyone how to handle rigging and introduce them to terms they rarely heard on land.
With a stack of papers in his hands, Bill walked out of the office and felt the rays of the sun on himself.
It was midday and they were far from any island.
"Captain, I thought you were lost out there. By God, I almost sent a rescue party after you!" Nelson joked.
Bill turned his head and laughed and said, "Well, thanks for worrying about me, Nelson. Tell me, what do you think of our new recruits?"
Seeing the former Commodore frown, Bill was not surprised when Nelson stood up and swayed toward the ship's rail.
"Captain, these new recruits aren't sailors. I'm sure they're all a little crazy, maybe they were dropped too many times as children, and that's why they ended up on board!"
Bill laughed, seeing that there was no one around, and shook his head.
"It's not all bad, I saw them doing drills. They're well trained."
Hearing this, Nelson snorted, this time not from fatigue, and replied sharply: "Captain, I know you're no fool, but... listen, I spent hours yesterday watching 200 former island soldiers watch in awe as that big bug circled the ship. By God, you should have heard them scream when it shot fire over the water!"
Bill nodded, remembering the commotion, but since he saw no danger, he simply ignored it and continued working.
Returning to his enormous wheelbarrow, which now seemed comically large for his thinner frame, Nelson stopped complaining and said seriously, "The problem is, Captain, these recruits have never encountered real power. I've seen their training, too, and..."
Nelson sighed, shifting his weight.
"Their movements are designed to counter normal humans; they fire and reload simultaneously, relying on a single volley. This tactic is popular in the Blue Seas, but it's not taught in the Grand Line, as a fast enough person would cut through their ranks while they were reloading."
Nodding, Bill admitted that Nelson had not exaggerated.
The truth was, guns were dangerous to most people in the world, but only if the bullet hit its target. A fast person could dodge a shot or, as Nelson said, kill all the shooters before they could reload.
Leaning on the railing, Bill watched as Yoko, on the other side of the ship, jumped several meters into the air and landed on the Boss's back to the cheers of dozens of recruits.
"Have any of them ever tried to ride Boss?" Bill asked, and Nelson laughed.
"From what I've seen, these half-educated fools would rather ride each other than dare approach the beetle. Even before they learned it breathed fire, they didn't dare approach."
That was a problem, Bill thought, though perhaps not the most critical one. He noted only four pirate crews they would have to be wary of.
The most dangerous was the traitor marine Gaspard.
And also two giants, a killer whale fishman and his crew, and finally the crew of the Hanged Man, led by a sadist named Bigalo, who somehow survived two executions.
Thinking about this, Bill tapped the railing and, suddenly struck by an idea, turned and said, "Nelson, I'm going to put you in charge of training them."
