Hearing Hoopa's mockery, Solgaleo naturally became furious.

"What kind of ability do you have for even a being like this to willingly become your Pokémon?" Solgaleo asked in confusion.
Although Julian gave it a very warm and familiar feeling, and it was willing to fight for him—apart from that feeling, there was also the fact that Julian had awakened it from its slumber and helped resolve the corruption it had suffered upon awakening.
But even so, when it came to actually becoming Julian's Pokémon, it was still unwilling.

The appearance of the Black Rayquaza put the greatest pressure on Kyogre and Groudon.
