What he was trying to say was they could not just act simply because of Malmond's words. After all, the nobles he called out held quite a lot of influence in the kingdom, and their families had been serving the crown for generations.
However, before he could complete his sentence, he was cut off by the Queen.

Her eyes took on a soft touch, and her voice held a warmth that had never been used for any minister or commander. Had the hall been in its usual state, the ministers and nobles would no doubt find the change in the Queen's attitude a little strange.
