Robo-Cop 2 is one of ZAGE's major releases this November for the ZEPS 2, launching alongside the highly anticipated Mario Party. Of course, this game is one of Zaboru's original creations—an entirely new concept that didn't exist in his previous world, making it a project especially close to his heart.
The story in Robo-Cop 2 picks up right after the events of Robo-Cop 1 on the ZEPS 1. Robo-Cop, now fully integrated into his new life, has officially become the ace member of Super Rescue Solbrain—a highly advanced Japanese tech unit developed to assist the government in dealing with national hazards and high-level terrorist threats. Solbrain acts as both a frontline defense force and a rapid-response rescue team, equipped with futuristic technology and elite members specializing in various fields.
The new threat facing Japan is the rise of the Nuke Cult, a dangerous and well-funded terrorist organization originating from America. They are infamous for their use of illegal nuclear-based technology and unregulated human experimentation. Once considered a regional threat confined to North America, they've now begun expanding their influence across the Pacific. Their operations have reached Japanese soil, sparking concern at the highest levels of government.
Recognizing the growing danger, the Japanese government has mobilized Solbrain as the primary unit tasked with handling this threat. Their mission is not just to defend citizens, but to go on the offensive—to dismantle the Nuke Cult's infrastructure before it can establish a permanent foothold in the region. It's a high-stakes scenario that puts Robo-Cop and the entire Solbrain unit at the center of a conflict that threatens to spiral out of control if left unchecked.
With both strategic intelligence and brute force required to win this battle, Solbrain must coordinate with law enforcement and other specialized agents to prevent mass destruction and bring justice to those behind the chaos. The war against the Nuke Cult is not just a military operation—it's a race against time to stop a group willing to unleash unimaginable devastation in their quest for power.
Both the Japanese Police and Solbrain work closely together to combat the growing threat of the Nuke Cult. Solbrain, a highly specialized rescue and defense unit, is now led by their fearless commander Sol-Brave (Daiki), a brilliant strategist known for his calm leadership under pressure. Serving as his right hand is Alex Murphy—code-named Robo-Cop—who brings his experience, precision, and cybernetic edge to the team as vice leader. Alongside them is a cast of elite operatives: Sol-Jeane, a compassionate and skilled female officer who specializes in field medicine and emotional de-escalation; Sol-Dozer, a towering, highly intelligent robot designed for heavy lifting, demolition, and resistance against hazardous environments; and Sol-Zaboman, the once-reckless rookie who has grown considerably, though he still struggles with his impulsive, hot-headed nature. His speed and potential make him a powerful asset, especially in high-speed or close-combat situations.
On the other front, the Japanese Police lend their strength through their elite Special Agents. Chief among them is Winspector Ryoma, a courageous field leader who wields a powerful flame sword and excels in offensive combat. He is supported by his loyal robotic partners, Bikel and Walter—twin machines with unique capabilities. Bikel controls electrical systems, making him essential for sabotage and disabling enemy tech, while Walter is a water-operating specialist who thrives in underwater missions or flood-prone environments. Completing the police's elite force is Jiraiya, the Red Scarlet Ninja, a master of infiltration and stealth. His agility and expertise in espionage make him perfect for gathering intel and executing covert operations deep behind enemy lines.
Together, these forces form a powerful alliance, combining brute strength, tactical ingenuity, and advanced technology to defend Japan against the Nuke Cult's escalating threat.
The plot of the game closely ties in with each of these characters, placing Robo-Cop at the center of an intense conflict against the Nuke Cult. As the story progresses, Robo-Cop faces off against the cult's ruthless leader, Cain, and a terrifying array of abominations—mutated experiments and enhanced soldiers created through illegal technology and twisted science. These enemies serve as both physical threats and symbolic challenges to the balance between man and machine, testing Robo-Cop's resolve and morality throughout the campaign.
The gameplay revolves around a stage-based mission system, where players can choose which missions they want to tackle in any order they prefer. These missions are divided into two main types: Main Missions and Optional Stages. The Main Missions drive the core narrative of the game forward, involving major plot developments and direct confrontations with the Nuke Cult and their most dangerous operations. Meanwhile, the Optional Stages offer a variety of smaller, yet impactful, side scenarios that enrich the world and characters.
In these Optional Stages, players experience what daily operations in Solbrain are like. Here, Robo-Cop is always accompanied by a selected partner—either Sol-Brave, Sol-Jeane, Sol-Dozer, or Sol-Zaboman—each offering different advantages depending on the mission. These stages range in tone and intensity: from talking down individuals contemplating suicide, neutralizing hazardous materials, rescuing people during natural disasters like earthquakes and floods, to dealing with armed robbery incidents and high-stakes hostage situations even some Super Powered enemies.
These missions are not just filler content—they're critical for character development, gaining moral points, and unlocking alternate paths or gear. The interaction between Robo-Cop and his partner adds narrative depth and gameplay variety, offering different approaches depending on who you bring. Some scenarios may be best approached with a calm and diplomatic partner like Sol-Jeane, while others demand brute force or speed, making Sol-Dozer or Sol-Zaboman more suitable.
The Main Missions and Side Missions in Robo-Cop 2 offer branching outcomes that are heavily influenced by the player's decisions throughout the game. A key feature driving this dynamic is the Moral Meter, a system that tracks Robo-Cop's behavior along two paths—Robot and Human. Players must carefully consider their approach to every mission, as each choice will tilt the meter in one direction or the other, influencing both short-term outcomes and the ultimate ending of the story.
For instance, in a suicide prevention side mission, players can choose a fast, efficiency-first approach. If Robo-Cop is equipped with his Jet Pack, the player can use a non-lethal taser to quickly subdue the individual and carry them to safety. This direct method is time-efficient and mission-successful—but it reflects a robotic, task-oriented mindset, causing the Robot side of the meter to rise while the Human side decreases.
Alternatively, players can take a slower, more empathetic route. By selecting Sol-Jeane as Robo-Cop's partner, the mission becomes less about speed and more about emotional connection. Sol-Jeane will engage the victim calmly, with Robo-Cop providing supportive dialogue choices. If the player selects the right words and allows the moment to unfold gradually, the mission can end peacefully—and the Human side of the meter will increase. These subtle differences add replayability and moral complexity to even minor missions.
This flexible gameplay design opens up countless options. In a hostage situation, for example, bringing Sol-Zaboman might seem like a good idea due to his speed and offensive strength. However, his impulsive and hot-headed nature can backfire. He may act without restraint, ignoring the villain's negotiation attempts, which can lead to failed missions or even the deaths of hostages.
Each mission begins with a briefing, and players are encouraged to study it thoroughly. Choosing the right partner is crucial. Sol-Brave, while not physically strong, offers excellent leadership and tech support. He can hack into security systems or analyze digital threats but won't be helpful in scenarios that require medical aid or physical brute force. He is decent in combat but shines in strategy and calm decision-making.
Sol-Jeane may be the weakest in terms of physical combat—she can't lift heavy objects or withstand sustained attacks—but what she lacks in strength, she more than makes up for in her exceptional medical skills and emotional intelligence. Her kind demeanor allows her to defuse volatile situations and connect with people in distress. She excels in missions requiring empathy and care, such as hostage negotiations or medical evacuations. Uniquely, she even has the capability to heal Robo-Cop himself, thanks to her understanding of his cybernetic systems. Her role in the team is vital, especially during missions where saving lives and reducing civilian casualties are key.
Sol-Dozer, in contrast, is the team's powerhouse. Communication isn't his strength—he speaks in minimal, clipped phrases, and he has virtually no technical skills. However, when it comes to raw strength and endurance, he's unmatched. He can lift trucks, smash through barricades, and walk through fire without taking damage, making him perfect for high-risk rescue operations or missions involving structural collapse and debris clearing. He's not a subtle tool, but when brute force is needed, no one gets the job done like Sol-Dozer.
Then there's Sol-Zaboman, the wild card of the group. Hot-headed and impatient, he's not suited for missions involving negotiation, medical aid, or advanced tech use. But his speed and offensive capabilities are second to none. He's the fastest character in the game and wields a pair of weaponized boxing gloves that deliver devastating close-range attacks. His aggressive nature can either be an asset or a liability—he might eliminate enemies before they react, or he might charge in too soon and ruin a stealth plan. In missions requiring precision or timing, players must weigh the risks of his unpredictable behavior.
Each of these three partners offers a distinct playstyle that aligns with specific mission goals and challenges. Understanding their strengths and weaknesses adds another layer of strategy to every operation.
While the Police heroes appear only during certain missions, their involvement becomes crucial, especially when the Nuke Cult intervenes to sabotage operations. These surprise interferences by the enemy often push Solbrain to the limit, and that's when reinforcements step in. Winspector Ryoma, with his unmatched swordsmanship and leadership, joins the fray alongside his robotic partners Bikel and Walter. Bikel's electricity-based combat and tech-disruption abilities prove invaluable during power outages or tech-based traps, while Walter's aquatic expertise allows for rapid response in flood zones or underwater sabotage attempts.
Their sudden arrival can often turn the tide in missions that begin to spiral out of control. These Police heroes don't just offer support—they bring tactical variety and new gameplay layers, changing the approach players must take mid-mission.
Additionally, the elusive ninja agent Jiraiya occasionally appears in missions involving stealth, reconnaissance, or enemy territory infiltration. His support is unpredictable but powerful, often aiding Robo-Cop and Solbrain by sabotaging enemy weapons or scouting enemy strongholds before a major assault. His unique infiltration skills add an extra layer of depth to certain missions, especially those involving secret labs or hidden Nuke Cult outposts.
Their combined efforts make the crossover between Solbrain and the Japanese Police feel organic and impactful, creating high-stakes moments that reward strategic thinking and timing.
All of these mechanics combine to create a rich, dynamic experience that rewards players for thoughtful planning and roleplaying. The game challenges you not just to win—but to consider who Robo-Cop is becoming with every mission you complete.
Not to mention, there is a Partner Dialogue system that evolves based on how often a specific partner is brought into missions. The more frequently a partner is selected, the more their conversations with Robo-Cop develop over time, adding emotional depth and character bonding. This feature becomes a rewarding element for players who enjoy relationship-building and narrative progression, offering new lines of dialogue, insights into the partner's personality, and sometimes even unlocking unique mission interactions. It's an engaging mechanic that adds charm and replayability to the game.
Aside from choosing a partner, players can also equip Robo-Cop with up to four additional pieces of gear, allowing them to tailor their loadout to match the mission's specific needs. These include practical tools like the Fire Extinguisher—for dealing with explosive hazards or saving civilians trapped in burning areas—and the Strength Enhancer Gauntlet, which boosts Robo-Cop's physical power, letting him move heavy debris or break through reinforced barriers.
Weapons like the Stronger Gun offer more firepower in combat-heavy missions, but players can also choose from a wide variety of high-tech support items. These include the Tactical Cloaking Device for stealth missions, a Hacking Interface Arm for disabling enemy tech or unlocking secured doors, a Shockwave Grenade Launcher to knock back groups of enemies without lethal force, a Thermal Vision Scope for seeing through smoke or darkness, and an Anti-Radiation Shield, which becomes essential in Nuke Cult labs where exposure levels spike.
Additional options like the Deployable Auto-Turret can provide cover fire, while the Jet Pack allows for vertical movement and fast traversal across wide or unstable terrain. There's also the Med-Assist Pod, which offers on-the-spot healing for Robo-Cop or his partner, and the EMP Pulse Generator, used to disable enemy drones or sabotage electronics mid-mission.
Each piece of equipment is not just cosmetic—it affects the way players engage with the level, and more importantly, with the moral choices embedded in the mission. That's why understanding the mission briefing beforehand is crucial. Each mission comes with a detailed profile explaining the threat level, environmental hazards, civilian involvement, and optional objectives. Players are encouraged to read these details carefully and choose gear that supports their preferred approach—whether tactical, aggressive, or compassionate.
This customization system gives players full control over Robo-Cop's playstyle and reinforces the game's core theme: every choice matters.
Players absolutely loved this game, especially because it gave them the freedom to shape Robo-Cop into either a cold, ruthless enforcer or a compassionate protector with a human heart. Every decision made throughout the missions—every partner chosen, every line of dialogue selected, and every piece of gear equipped—carried weight, ultimately shaping the story's outcome. Whether players leaned toward efficiency and logic or empathy and humanity, their choices were reflected in the ending they received, giving each playthrough a deeply personal impact.
Even during its early release phase, Robo-Cop 2 was already being hailed as one of the best titles ever released under the ZAGE banner. Critics praised its depth, world-building, and replayability, while fans—especially long-time Robo-Cop followers—finally felt like they were given the game they had waited thousand years to experience. The sheer level of detail, the branching storylines, the blend of cinematic storytelling with engaging gameplay—all of it came together in a near-perfect package.
For many, it wasn't just a good game—it was an unforgettable experience. Reviewers and fans alike gave it near-unanimous praise, often calling it an 11/10, a rare masterpiece that pushed the boundaries of storytelling in action games. For Robo-Cop fans in particular, it was the ultimate payoff after years of lack of content from its creator ZAGE. Once again, ZAGE has proven its reputation for quality and innovation. Once again, ZAGE never missed.
