Its progression. For some reason the more we 'progress' the more something new will happen. This stabilization is not about mutation at least not completely. It is about the combination of our blood, mind, soul, and the serum with our body.

Actually both of these should have more use than in just combat. They can be utilitarian in nature. But it could just be our natural progression. There is no greater power at work here. Just our own bloodline finally reaching what we lost.
