Hiding the Ruins

The Seven Village Summit wasn't happening in the Mizukage Building.

Because the Mizukage Building didn't exist anymore.

Well—it existed. Technically. But the Kaguya rebellion had turned it into a crater. The surrounding streets looked like a war zone.

(Because they were.)

Yagura stared at the damage reports. Clenched his jaw.

He had maybe a month to prepare. Maybe.

There was no way to rebuild in time. And he absolutely could not let the other villages see this.

(If they know how weak we are—)

"Lord Mizukage."

Ao stepped forward. Calm. Calculated.

"I have a suggestion."

"Don't hold the summit in the village," Ao said. "Hold it on Seigetu Island."

Yagura blinked. "The old Kaguya territory?"

"Exactly." Ao pulled out a map. "There's a villa on the beach. Built during the Second Mizukage's era. It's intact. Luxurious. Private."

He tapped the island.

"Big enough for meetings. Isolated enough for security. And—" His smile was thin. "—the Kaguya clan is extinct. No security concerns."

Yagura frowned. "A thousand ninja won't fit in one villa."

"They don't need to." Ao's eyes gleamed. "You're the host, Lord Mizukage. You set the rules. Limit each Kage to two guards on the island. Security handled by our Youth Corps."

"That's twenty-one people total in the villa. The rest stay in Kirigakure Village—where we can control what they see. Clean up the damaged districts. Set up entertainment away from the ruins."

Then Yagura smiled.

"You're a genius, Ao."

The Villa's History

The Seigetu Island villa was massive.

Built by the Second Mizukage as a "reward" after conquering the Kaguya clan. Expanded under the Third Mizukage.

Guest rooms. Meeting halls. Recreation areas. A swimming pool.

It could easily hold 180 people.

(Perfect for work and... leisure.)

The Kage arrived by boat. Twenty-one people total.

Yagura greeted them at the dock. Smiling. Gracious.

"Welcome! Please, choose your rooms."

Yagura personally escorted Jinghang to the master suite.

Massive bed. Ocean view. Silk sheets.

"The finest room in the villa, Lord Kazekage."

Jinghang looked at the bed.

Looked at Yagura.

"I'll take a single room."

"...I'm sorry?"

"Single room. Small bed." Jinghang's expression was flat. "Big beds make me feel... insecure."

Yagura blinked. "But—"

(What the hell?)

Takikage Amamiya—standing nearby—laughed.

"The ninja world's strongest warrior, afraid of a bed?" He shook his head. "What a peasant."

He walked into the master suite. Grinning.

"I'll take it."

The door closed.

Jinghang watched him go.

(Enjoy the smell, you idiot.)

Because Jinghang knew this villa.

He'd been here before. During the invasion.

And he specifically knew what had happened in that room.

Maki had spent months there. With captured Kirigakure kunoichi.

(That mattress has seen things.)

Amamiya didn't know.

But Jinghang did.

And he wasn't touching that bed with a ten-foot pole.

The Summit Begins

The next day, all seven Kage gathered around the negotiation table.

Green, yellow, orange, red, blue, gray, and purple hats formed a circle.

Yagura opened his mouth to speak—

"Let's skip the bullshit."

Jinghang's voice cut through the room.

Everyone turned.

"We've got three things to discuss. One: war reparations. Two: rebuilding the Ninja Alliance. Three: we'll get to that after the first two."

He leaned back.

Hiruzen: (He's not even pretending to follow protocol.)

Kitsuchi: (This is... refreshing, actually.)

Ai: (I like him.)

Jinghang smiled.

(Winning a war makes everything easier.)

"Sunagakure, Kumogakure, and Amegakure already settled reparations with Konoha last month. Anyone else have claims? Speak now."

The Three-Tails

Yagura's hand shot up.

Hiruzen's face darkened.

"Kirigakure was foolish enough to ally with Konoha," Yagura said. Voice tight. "We offended Lord Kazekage. Lost the war. And—" His eyes locked on Hiruzen. "—you stole our Three-Tails jinchūriki."

"That was—" Hiruzen's voice was strained. "—a wartime necessity—"

"The war is over," Yagura snapped. "Return what you stole."

"A village cannot function without a tailed beast—"

"We can't function without ours!"

The temperature in the room dropped.

Utakata's hand moved to his sword hilt.

Kisame mirrored him.

Across the table, Fugaku and Kakashi tensed.

Looked at Jinghang.

"Lord Kazekage." He bowed his head. "You have to stand up for us."

Jinghang felt the shift.

Yagura wasn't just asking for help.

He was submitting.

In front of every major village.

(Smart. Desperate. But smart.)

Jinghang sighed.

"Lord Hokage—" He looked at Hiruzen. "—Kirigakure has a point. You did steal their jinchūriki."

Hiruzen's jaw clenched.

"However—" Jinghang held up a hand. "—the Three-Tails jinchūriki grew up in Konoha. She was severely injured in the war. Moving her now could be dangerous."

"So here's my suggestion."

Everyone leaned forward.

"Jinchūriki are people. They have rights. Opinions." Jinghang's voice was calm. Reasonable. "Before I came here, I asked Rin where she wanted to stay."

Jinghang smiled.

"She said Konoha."
