Being in the heart of their territory, Black Skull members tended to let their guard down. It was the same with other gangs. Once a certain area I under their control and all rivals have been eliminated, it's only natural that they would relax a little.
That wasn't to say they were being complacent. They had member scattered all around, monitoring what's going on in their streets and preparing to react at a moment's notice. Their upper echelon didn't wander around without guards either, even if it looked like the opposite. If they weren't surrounded by their subordinates, it would mean they had people in the area watching everything.
"I have marked all the cronies," Rose said. "They are the same as usual."
