Chapter 704 - Chapter 704: The Aquaculture Plan Proposal

However, the scale of those wars was too small to affect the history of the entire ninja world, so they were not recorded. But even small-scale wars caused significant losses to the various ninja villages, which is why Hashirama eventually called the Five Kage Summit to discuss peace.

Now that Torifu managed Konoha, using his own strength to influence the entire ninja world, state-to-state wars had completely vanished, except for those deliberately incited by people with malicious intentions. Therefore, besides the villagers of Konoha, the people of the entire ninja world held a good impression of Torifu. After all, a person who could bring peace was destined to be praised in any era. War was the one thing everyone hated the most.

The next morning at 8 o'clock, Torifu, dressed formally, left the Kumotsuru Clan compound. Today, he had an appointment with Anka to discuss the Amegakure Aquaculture Plan, and Torifu certainly couldn't be late. Amado came along with him.

"Listen, I'm going to handle official business. Why are you tagging along?"

Amado gave him a 'mind your own business' look. "Aren't I coming to help? Besides, I might even be able to offer you some advice."

Torifu shook his head helplessly. When it came to invention, no one could surpass Amado, but when it came to office work, Amado couldn't even compare to one of Anka's fingers.

"Don't think I don't know what you're up to. When we get into the office, sit quietly and don't interfere with Anka and my work."

Amado pouted. "Yes, yes, I naturally know my limits."

Torifu gave him a sidelong glance. This kid was never reliable, so Torifu naturally didn't believe him. "By the way, how are things going with Anka? You haven't confessed yet, have you?"

When this topic came up, Amado's face immediately flushed red, and his speech became stuttered. Torifu looked at his disappointing appearance and knew there was no good news.

"Sigh, I don't know when you'll finally step up. An excellent girl like Anka must have plenty of men pursuing her. You figure it out yourself."

After speaking, Torifu sped up, leaving Amado to silently follow behind. What Torifu said wasn't just to scare Amado. Although Anka normally didn't have much opportunity to interact with people outside of work, her workload had recently decreased. Furthermore, she became well-known to the public after serving as a judge in the last competition. Young ninja were lining up one after another to confess their feelings to her lately. Amado was naturally aware of this. Torifu didn't doubt that he was anxious; he just didn't know what Amado was playing at. Torifu had created many opportunities for them. He could no longer do more and could only see what Amado did next. If the two truly were fated not to be together, they would just have to remain friends.

Soon, the two arrived at the Hokage Tower. Upon entering the office, Anka was already waiting inside. Anka, seeing Amado come along, wasn't particularly surprised, merely greeting Amado with a smile and a nod. This made Amado panic a little, until Torifu gave him an elbow nudge, which calmed him down enough to return a smile to Anka.

Anka asked, "Hokage-sama, what do you need my assistance with?"

Torifu sat down in his seat and told Anka all his thoughts about the aquaculture business. Anka was excited after listening. "Hokage-sama, this is an excellent idea! This way, the Cental City will quickly become an extremely prosperous city!" This showed how capable Anka was. Torifu hadn't even mentioned his ultimate vision, and Anka had already foreseen the future of the Cental City. With this, Torifu felt more confident. Working with a professional was very comfortable.

"It seems we are thinking along the same lines. Now, let's work together to draft this proposal."

Amado listened to their conversation. Although he understood everything, he couldn't offer any useful ideas. He could only sit on the side, listening boredly. Occasionally, he would have a flash of inspiration, but it was often too late, and the topic had already passed. He was quite helpless about this. If they were discussing invention, he could certainly talk non-stop for a whole day. Unfortunately, it wasn't his area of expertise.

"Hokage-sama, for aquaculture to truly develop, one critical problem must be solved: the fish fry."

Torifu nodded upon hearing this. "Indeed, this issue has actually been resolved, so there's no need to discuss it."

Thus, Anka moved on to the next problem. She did not ask Torifu how it was resolved, as Anka had a clear understanding of her duty. She was there to help Torifu complete the aquaculture proposal, not to actually participate in the execution. Therefore, she didn't need to know the specifics and should not casually pry into the Hokage's privacy. This was one of the qualities Torifu valued in Anka.

"The second problem is that Amegakure constantly rains, and the lake water collects from all directions, making it very chaotic and impossible to build dams."

"Therefore, the lake water will overflow during heavy rain, and the fish will naturally follow the rising water and escape, which would undoubtedly be a huge loss." In the Land of Fire, one wouldn't have to worry about this because a heavy rainstorm might happen once in eight lifetimes. But heavy rain was practically commonplace in Amegakure. This point definitely needed consideration.

Torifu thought about it after hearing her, concluding that this was indeed a very important matter. However, it might have been difficult to solve before, but now that he was Six Paths level, solving this matter was incredibly easy. He immediately stated, "Alright, I have already come up with a solution for this issue as well. Next."

Anka nodded. The following matters were all related to lake leasing and housing construction. To truly implement the proposal, Torifu and Anka spent an entire day perfecting it. Many parts were deleted and refilled multiple times to achieve a relatively perfect state. When the final word was written, both sighed heavily, finally able to relax. Torifu looked up and noticed that Amado had left at some point. It was now five o'clock, and it was time for Anka to leave work. A qualified leader would not be harsh about an employee's rest time.

"Alright, Anka, thank you very much for today. This plan is now very perfect and protects the interests of everyone involved."

"Tomorrow, we will make a few copies and send people to deliver them to the Tsuchikage and the Kazekage. I believe they will be satisfied with the plan we have put forward."

Anka was also very happy at this moment. The sense of accomplishment from helping the Hokage-sama and the village solve an important task was incomparable to anything else.
