There are shops, hospitals, churches, schools, and areas where the local rich reside—even the police station is in the north.
According to this fellow, if you want to tour around, you can walk north after leaving the hotel and within a few minutes reach the former Governor's Mansion from the colonial era, now the City Government. The nearby shops and restaurants are quite good.
Most importantly, the security is relatively good.
