The fact that Sumeru could produce forty billion didn't mean that was all they could produce; it was just what they could mobilize initially after handling some matters.
For Inazuma to produce three and a half billion was pretty much the limit of what they could muster in the near term.
When Ei first mentioned the amount to Kamisato Ayato, his expression had soured.
He was starting to feel like an official in charge of the national treasury in ancient times.
Even though the gold in the treasury wasn't his, spending it was genuinely painful!
Two million people in all of Inazuma needed to survive, develop, find employment, and eat. He was the one primarily responsible now!
