Chapter 192 - 192 - Iron Sand vs. the Will of Fire

The Third Kazekage's chakra suddenly erupted, and a large amount of iron sand surged out from the gourd on his back, rushing fiercely toward Hiruzen.

Why was it Tsunade and Orochimaru who issued the joint declaration?
