Kaito slowly stepped forward, then suddenly crouched and slammed one hand onto the ground.
"Wood Style!"
Boom! Boom! Boom!
Across the entire country, the land began to rumble as the sound of earth cracking echoed out. Moments later, wooden villas began to sprout from the ground one after another.
The inspiration for this technique came from Konoha's famous real estate developer—Yamato.
But the Wood Style unleashed by Kaito far surpassed Yamato's in both quality and scale. Yamato would be utterly exhausted just from creating houses for a single street. Meanwhile, Kaito summoned homes for an entire country—and he looked completely unfazed.
Everyone stared in stunned silence at the neat rows of wooden villas that had appeared out of nowhere. They could hardly believe what they were seeing.
Kaito, satisfied with his work, gave his masterpiece a nod and said,
"You guys can stay in these houses for now. Don't worry, they're solid."
Upon hearing this, the king quickly responded,
...
...
"Admiral Shikiryū, thank you once again for your help to this country, we—"
"Alright, enough with the pleasantries. What's your plan for food?"
The king pulled a Den Den Mushi from within his robes and respectfully said,
"This is a private Den Den Mushi for the king of our neighboring country. I can request some supplies from them!"
"How fast can they deliver?"
"Very quickly—at most two days. In the meantime, we can forage wild fruit from the forest outside the city or organize some hunting parties."
"You're that confident the neighboring country will lend you the supplies?"
That question shut the king up. Hesitation flickered across his face. He knew very well that aside from the people, his country had been completely wiped out. If the neighboring country learned of their current situation, they probably wouldn't help.
Kaito picked up on the shift in his expression and understood what was going on. He directly told the king to call the neighboring king right now.
The king, now utterly obedient to Kaito's every word, immediately dialed the Den Den Mushi when prompted.
The Den Den Mushi took on the face of the neighboring king and said,
"Gust? What's going on?"
Kaito glanced at the king beside him.
So his name is Gust? Sounds fancy enough.
Unaware that Kaito was silently mocking his name, Gust said into the Den Den Mushi,
"Laris, my country was attacked by pirates. We're desperately low on supplies. I'd like to borrow some from you—I'll pay you back double in three months!"
As soon as he heard the word "borrow," Laris on the other end started laughing awkwardly.
"Oh, my dear Gust, what an unfortunate situation. I'm truly sorry to hear that. But you know, our country isn't exactly well-off either. As for supplies…"
It was obvious from Laris's tone that he had no intention of helping. Gust's face darkened, and he cursed him inwardly.
What a bastard!
Just last year, when Laris's country was hit by a tsunami, Gust had generously provided them with six months' worth of supplies. But now that Gust's nation was in trouble, Laris has shown himself. Absolutely despicable.
Kaito, however, wasn't surprised at all. In his view, there was no such thing as genuine friendship between nations. The only way to earn another country's "friendship" was through benefits or strength.
He frowned slightly as he looked at the smug, gloating face Laris was making via the Den Den Mushi. It wasn't just that this guy refused to help—he was actually enjoying Gust's misfortune.
Kaito patted Gust's shoulder to signal him to stay silent, then took the Den Den Mushi from his hand.
"So, you're Laris, huh? Gust's country really is in a bad spot right now. Send him six months' worth of supplies."
"Nani?! Who the hell are you to speak to me like that?!"
"Navy Admiral—Shikiryū."
"Shi… Shikiryū Admiral!?"
The name alone made the Den Den Mushi flail in shock, though it quickly calmed down, and Laris asked cautiously,
"How do I know it's really you?"
"By this."
Kaito narrowed his eyes at the Den Den Mushi. Its face froze for a moment, then both of its round eyes shifted—replaced by the pattern of the Rinnegan.
The same happened on Laris's end. The Den Den Mushi stared at him with those deep violet Rinnegan eyes.
The sight made Laris—who had been lying on a couch—tremble from head to toe. His concubine beside him quickly patted his back and asked in confusion,
"Your Majesty, what's wrong?"
Without even glancing at her, Laris stared fearfully into those Rinnegan eyes and muttered in a trembling voice,
"It's Admiral Shikiryū… It's really him!"
"Shikiryū? You mean the Shikiryū—the one said to be the strongest admiral in the Navy?"
The concubine gasped and covered her mouth in shock. Shikiryū's name was legendary. Even the women in Laris's palace talked about him regularly.
Some of them even kept Kaito's photo under their pillows. When the night was long and lonely, they would pull it out to gaze at, as a source of comfort for their hearts.
When Kaito saw that there was still no response from the other side, he said impatiently,
"What's wrong? Still not enough proof? Or do you need me to come over in person?"
Laris immediately leapt up from the couch in a panic. He could tell Kaito was starting to get annoyed. If the admiral really came over, Laris would probably be erased from the world government's records.
He had no doubt about it—if Kaito wiped out his entire country, the world government wouldn't even blink. In the face of someone who could wipe out nations as easily as breathing, what was a tiny country's king worth?
He shouted into the Den Den Mushi,
"No, no! Of course not! How could I possibly waste Admiral Shikiryū's precious time?! Gust's supplies will be sent immediately! Our two countries are on excellent terms—no interest needed!"
Hearing this, the concubine beside Laris looked visibly disappointed. She regretted not getting a chance to see the legendary Admiral Shikiryū with her own eyes.
Seeing that Laris had finally fallen in line, Kaito didn't bother saying another word—he simply hung up the Den Den Mushi.
Gust burst into another round of grateful thanks, though Kaito didn't pay him much attention. What mattered more to him was the well-being of ordinary civilians.
Compared to the many thankless ingrates in Konoha, most civilians in the pirate world were kind and simple. Kaito was more than willing to do a little something for them.
And when he saw the gratitude in their eyes, he truly felt that what he was doing had meaning.
Still, as he looked out over the scattered island nations of this pirate world, an idea began to form in his mind:
"Once Mary Geoise is destroyed… maybe I'll link all these islands together."
The power to shape the fate of others.
