"These are the lonely souls of the sea."
"Did a maritime disaster occur nearby? Or did a sea battle break out?"
"So many souls drifting."
As Duncan looked out, he saw thousands of souls drifting with the waves. The Underworld seldom managed the sea, leaving most souls adrift to be overseen by the Sea Goddess, though even she only managed a portion of them.
Divine spirits have their own jurisdictions of faith.
If an Indian Bull Head were to enforce laws in the Central Plains, it would likely get beaten until its head became like a dog's brains.
