Maxim's next up on the scaling block. For him, I'm going to assume he is again a magical swordsman, however, he has the added benefit of having max stats in all levels.
Why do I say this? We know for a canonical fact that Maxim is stronger than Empress, even if only by a little bit. And this is despite him being a level below her. However, due to Empress also being an incredible prodigy, and Maxim's power really coming more from his skills, and development abilities, his basic abilities need to hit a sweet spot just right to make it actually work out with Canon.
So, where does this lead us?
All basic abilities: Lvl 1-8 = 999 each
Total : 999*8 = 7992 + 2100 = 10092
This puts his basic abilities into the High end of Lvl 9. Less than a hundred points shy of Empress, and thus a near peer as a base line.
Now, the other things:
Afterglow +1 full level
D rank Swordsman +3 full levels
H rank Supreme Strike +1 Level (This might be more, due to supreme, but better to low ball it.)
At least 1 Skill that boosts a full level against dragons.
At least 3 other skills, each giving enough that, together they should be enough to boost out of Pseudo level x, to reach level x
Addon totals: +5 Levels & Pseudo->full
Against dragons +1 extra
So, Maxim is actually a Pseudo Lvl 15 in normal combat, and Pseudo Lvl 16 in combat against dragons. However, there's something wrong here, because we know for a fact that Maxim > Empress. Which is why, I'll make a slight adjustment:
Afterglow +1 full level
D rank Swordsman +3 full levels
H rank Supreme Strike +1 Level (This might be more, due to supreme, but better to low ball it.)
One more skill that boosts all his essential abilities by an additional level.
At least 1 Skill that boosts a full level against dragons.
At least 2 other skills, each giving enough that, there's a small boost barely reaching the minimum for a Pseudo counter
Addon totals: +6 Levels & A Pseudo modifier
Against dragons +1 extra
This changes Maxim to be a Pseudo Lvl 16 in regular combat, and Pseudo Lvl 17 against dragons, perhaps even a little bit more. And this would go up again if we added an additional level
