After confirming Nora Scott's thoughts, Rosie Sullivan didn't say a word and nodded to comply.

"To convene an elder meeting, should we first send out invitations?" asked Nora Scott, who was not very familiar with the hall rules.
"Yes," Rosie Sullivan replied. "The elders of Biel Hall are scattered all over. Except for the annual gathering, they usually won't come together. If there's an urgent matter and you want to convene an elder meeting, you need to send invitations to the elders across various places two months in advance."
After explaining, Rosie Sullivan realized something, "Master Scott, do you want to convene an elder meeting?"
