This is a DXD and SCP (well GOC) Universe Crossover, with the GOC being the one involved. I'm here to state something's :
1. I'm still not fully familiar with GOC structures, and etc.
2. Considering I'm a civillian and don't really know military terms, somethings about military term might not be right so please bare with me (I'll try my best)
3. I know that the GOC thaumology aka magic has something called backlash and etc, which in my story in this specific universe the backlash has been resolved but it still exists but can be handled through some means.
4. The GOC here Is more Powerful because of events that happened in this universe
5. This serious in some part would involve about politics,issues about human rights, there will be also assassination,blackmail, raids, propaganda,war,but will contain comedy,slice of life.
6. This can be considered an AU of the SCP Universe but considering The SCP Universe is a Story where the Canon doesn't matter because you can says it's in an alternative universe.
7. Also the story will be very dark in some form considering the conflict in this fanfic between the GOC and the supernatural factions of dxd like eventually there'll be a full on war if possible
[ which let's just say the church,vampire, wizard of oz,and Devils will be very involved in the fanfic as time goes on and pantheon will be introduced]
8.This Fanfic is a Greyish fanfic, which the MC and GOC aren't fully the good guys, since they will have their own agenda on about dxd Universe, but let's be honest no one is good.
9. There will be l divergence from canon, which some of canon story will appear,but not all but considering this is a fanfic aka what if this happens, it's basically an AU of DXD.
