In Beerus's eyes, Majin Buu's level was merely a minor skirmish. The only reason he'd eliminated the previous generation of Supreme Kais was due to their poor strength. With Raditz handling Majin Buu, Beerus had no intention of getting involved in such trivial matters.
From his staff, Whis had observed that the Kaioshin and Kibito were also present at the scene. The Kaioshin had nearly been punched in the face by Majin Buu—fortunately, Goku and Vegeta had rescued him in time, blocking the blow meant for the Supreme Kai.
When Beerus learned of this, he immediately jumped up and hurried to the mortal realm.
The Kaioshin didn't know why, but being coldly stared at by Beerus left him sweating profusely.
"Wouldn't it be better to stay honestly in the Sacred World of the Kais? If something happens to you, you'll drag me down with you—understand? Don't do such dangerous things in the future!" Beerus was worried about himself.
"I... I came to help Raditz and the others..."
"Do you really think they need your help to deal with a mere demon?" Beerus snorted coldly with contempt.
He was well aware of Raditz's strength. Though far inferior to himself, Raditz could already run rampant throughout Universe Seven and could be called number one beneath the God of Destruction. As for the Kaioshin's strength... best not to mention it.
Beerus stared fiercely at the Kaioshin, insisting on making his point. The lives of the Supreme Kai and God of Destruction were linked together. Once the Supreme Kai died, the God of Destruction would be dragged down as well. The Kaioshin finally understood what Beerus meant and apologized repeatedly.
Whis used his staff to separate Beerus and the Kaioshin, saying with a smile, "Fortunately, nothing happened, and the result is still good. Besides, there's still a Supreme Kai back in the Sacred World of the Kais."
"You mean the one Raditz rescued with his meddling?"
"Useless!" Beerus snorted.
In Beerus's eyes, there were very few powerful Supreme Kais, and the one he was most optimistic about was Raditz. If Raditz became a Supreme Kai, he would no longer have to worry about his own safety.
After making a decision, Beerus rolled his eyes and asked in a probing tone, "Raditz has been a trainee Supreme Kai for so long. When will he be able to get promoted?"
The Kaioshin and Kibito exclaimed simultaneously—they'd never considered this question.
Generally, trainee Supreme Kais were selected from among the regular Kais. It was already an exception for Raditz to become a trainee Supreme Kai as a mortal. Initially, they'd only given Raditz trainee status to meet the cooperation conditions.
It wasn't that the Kaioshin was burning bridges after crossing the river, refusing to acknowledge the arrangement after defeating Majin Buu. It was simply that there was no ancient precedent. As a young Supreme Kai himself, the Kaioshin didn't have enough experience to dare break the rules and promote a mortal. When they were in the Sacred World of the Kais, the Kaioshin had genuinely taught Raditz as his successor, but he'd never actually considered full promotion.
Taking it further, even if Raditz were allowed to become a Supreme Kai, he'd have to pass the test of time at minimum—and it had only been a few short years. For mortals, this might be a significant fraction of their lives, but for gods, it was merely the blink of an eye.
Determining in such a short period that Raditz would become a Supreme Kai would make all those trainee Supreme Kais who'd practiced so diligently cry themselves unconscious.
"Lord Beerus, Raditz is indeed excellent, but my ancestor and I are already Supreme Kais, and there's no vacancy at the moment. Generally, there's only one Supreme Kai per universe, and we've already violated that rule."
"What violation?" Beerus snorted with dissatisfaction. The power of this snort was even stronger than the fighting momentum of Majin Buu and Goku in the distance.
The majestic, invisible aura enveloped the ground, and everything was crushed by the divine power of the God of Destruction. This wasn't the pressure brought by a difference in life dimension, but the sense of superiority created by a pure power gap. Even Goku and Majin Buu's movements faltered, and they couldn't help but glance at Beerus.
All eyes turned to the God of Destruction.
"Didn't you use some arrangement like 'Grand Supreme Kai' before? I think Raditz is more qualified than the Supreme Kais who served under the Grand Supreme Kai back then, right?" Beerus asked.
"Uh... well..." The Kaioshin couldn't answer for a moment.
Originally, each universe corresponded to one Supreme Kai and one God of Destruction. What made Universe Seven special? It was passed down through that generation, creating a situation where the Grand Supreme Kai and the Four Directional Supreme Kais coexisted. Thanks to this arrangement, Majin Buu hadn't been able to kill all the Supreme Kais, leaving the Kaioshin as the sole survivor.
The precedent created back then seemed to pave the way for Raditz's promotion, and the Kaioshin was speechless.
Considering that Raditz did meet the requirements—though his appointment as trainee Supreme Kai had been somewhat informal initially, it wasn't fraudulent. The development time over these years hadn't been long, but the Galactic Justice League established by Raditz had made tremendous contributions to the universe. It had cleared up law and order in many places and driven technological and strength development among all the universe's mortal races.
In just a few years, the entire universe had taken a major step forward, and the Kaioshin even felt Raditz's achievements surpassed his own accomplishments over the past several hundred years.
In truth, Raditz hadn't spent much time managing affairs—he'd disappeared for several years in the middle—but he'd created a system and organization to handle many details on his behalf. Compared to the simple but inefficient management chain from Supreme Kai to Kai to Kai to Guardian God in the divine system, Raditz had merely added an intermediate link.
These groundbreaking achievements were what the Kaioshin marveled at.
As for strength, there was nothing to question.
Raditz's personal power was incomparable. Even those Saiyans who accompanied Raditz were terrifyingly strong. As could be seen from today's scene dealing with Majin Buu, each of them was more powerful than the Supreme Kai himself!
The Kaioshin suddenly realized he had no reason to prevent Raditz from becoming the new Supreme Kai! Even in all fairness, he looked forward to having such an heir.
"You should think carefully. If Raditz becomes a Supreme Kai, you'll be the Grand Supreme Kai." Beerus spoke in a seductive tone when he saw the Kaioshin's expression wavering.
Though just adding the word "Grand" before the title, it gave a completely different feeling. Just like the difference between Kai and Grand Kai—the gap wasn't small at all.
The Kaioshin was somewhat moved.
Whis also chimed in, "Lord Supreme Kai, please think carefully. This is sincere advice from Lord Beerus."
"Well... Raditz, do you want this?" Under coercion and enticement, the Kaioshin handed the final decision to Raditz.
"Of course." Raditz replied immediately.
He'd been waiting a long time for full divine status. Only by becoming a true god from a trainee god could he perfect his godhood and achieve the leap in dimension.
Against the background of Goku and Majin Buu's fierce battle, Supreme Kai Shin took a deep breath and finally nodded. "Very well. Raditz, you will be the next Supreme Kai!"
