Second, fear: why did the assassin target Prime Minister Ron? Was it because of his apparent policies, or because he had sensed the Steam Council, yet due to Ron's status, assassination was the only option?
If that's the case, does it mean the Steam Council has been exposed? Is it already too late, even if he wanted to escape?
After a brief moment of confusion, anger, and fear, Xavier's mind was filled with one final emotion.
Unwillingness.
This city was his life's work, and no one could make him leave Grimland.
Since Ron was dead, he would take over Ron's role and complete their plan!
