In the thousands of years of the Empire's expansion into the Star Sea, it has encountered countless native races. In the eyes of these races, the Empire's fleet is seen as an "invader," and wars are often inevitable.
But the Empire's strength crushes everything, and those resisting races ultimately end up failing.
However, out of humanitarian considerations, for those races that possess wisdom and a cultural heritage, the Empire has always been reluctant to wipe them out completely, instead opting for a conciliatory policy whenever possible.
For example, allowing them to survive under the Empire's rule as a vassal race or a cooperative race, even permitting their people to enter various agencies, the Military Department, and academies within the Empire, where they can establish themselves based on their abilities, becoming the backbone, or even ascending to the upper echelons, thereby giving back to their own race.
This system has matured very well within the Empire.
