During his tenure as Minister of Civil Affairs, he achieved no significant accomplishments but also made no errors, his political performance can only be described as mediocre.
The Minister of Transport was originally Ruiz. However, elected as acting Prime Minister by the Parliament, Ruiz performed extremely poorly during the workers' parade, leading Carlo to dissolve the Parliament and abolish the then Spanish Cabinet.
Ruiz, who served as acting Prime Minister for only one day, was honorably unemployed and arrested by the Spanish Army for endangering national security.
Carlo had never much favored such a radical reformer. If this fellow were to take power, Spain would likely soon transform into a republic.
