Completely assimilating this spirit vein by all major forces is far from being accomplished overnight.
And the last spirit vein is jointly controlled by two local Core Formation families, and back then, as Master Tan said, they seemed to have connections with someone close to the Fifth Elder of the Bihai Palace.
