Japan, a remote small fishing village in Hiroshima.
Bai Shi City is an idle bachelor in the village, nearing forty years old without a wife, known for being sloppy and stingy, having hardly ever left the locality in his life.
Now Bai Shi City mainly survives on some petty thefts, which makes people in the village almost universally dislike him.
In earlier years, when people in the village saw that Bai Shi City didn't even have his own fishing boat and equipment, they pitied him, lent him boats to help him save money to buy one; but Bai Shi City ended up selling other people's boats and was quite unreasonable about it, after which no one in the village ever bothered with him again.
On regular days, Bai Shi City's routine starts with waking up at nine in the morning, turning on that dilapidated radio, and listening to a segment of Japanese folk songs. Then at noon, he buys a can of beer and grills a few fish, which he most likely stole from somewhere.
