As for the later Divinities, whether it was the Sea God or the Angel God, most were created during the God Realm's expansion when the god realm core captured stray Law energy from the Universe, absorbed it, and purified it. Only then could the powerhouses of the Mortal Realm sense this tamed power during their Breakthroughs and become gods.
Without the God Realm's filtering and protection, a Mortal could not sense these energies at all, let alone come into contact with or absorb them.
Even Xuan Ming himself had relied on the Dragon God Power as a springboard when he first condensed his Godhead to complete that Heaven-Defying qualitative change.

Through the core's ultra-long-distance observation, the four God Kings clearly saw the scene in the Void Realm.
